The short answer
For the same house at the same price inside Hoover, the Shelby County side carries 6.0 fewer mills than the Jefferson County side. That works out to about $20 a month on a $400,000 home before any exemption.

How an Alabama property tax bill is actually built
Appraised value. The county sets a fair market value for your property.
Assessed value. Alabama taxes a percentage, not the whole thing. Owner occupied homes are Class III and are assessed at 10 percent of appraised value, per the Alabama Department of Revenue property tax assessment page. A $400,000 home has a $40,000 assessed value.
Millage. Every taxing authority that reaches your parcel levies a rate in mills. One mill is $1 per $1,000 of assessed value. Add the authorities, multiply, and that is the bill before exemptions.
That 10 percent ratio is why Alabama sits so low nationally. The Tax Foundation puts the statewide effective rate at 0.37 percent of owner occupied housing value in its 2026 Alabama summary.

The state levy is 6.5 mills on both sides. Hoover levies 30.5 mills on both sides. For a Hoover address the county levy is the only line that moves, and it moves by exactly 6.0 mills.
The school column is near identical too. The same book puts total school millage at 22.1 mills for the Jefferson side Hoover districts and 22.0 mills for the Shelby County district inside Hoover.
One Jefferson side extra: a $5.00 storm water fee on Class III property, with some districts excluded.

Why we will not publish a total bill here
One tidy total would be easy. It would also be unreliable.
In the state millage book, the municipal line for Hoover carries a parenthetical education figure and the school section carries its own district total. On the Jefferson side those agree at 22.1 mills. On the Shelby side they do not, 24.0 against 22.0. Until both county offices confirm whether that education figure sits inside the city rate or on top of it, any total we published could be off by about two mills.
So we pull the real number from the county, for the actual parcel.
The exemption a lot of buyers never claim
Alabama's homestead exemption is usually not automatic. You claim it with the county and it comes off your assessed value.
Per the Alabama Department of Revenue homestead exemption page, the standard H-1 exemption for owners under 65 who are not disabled removes $4,000 of assessed value from the state portion and $2,000 from the county portion.
Alabama property taxes are due October 1 and delinquent January 1, per the Department of Revenue timetable. If you closed this year, put the exemption on your list now, and apply through the county that assesses your parcel.
